U.S. Congressman Aaron Bean from Florida’s 4th District has announced his support for a legislative measure aimed at addressing judicial authority. In a statement, Bean expressed approval for H.R. 1526, the No Rogue Rulings (NORRA) Act, as a step toward preventing the judicial system from being used to counter executive decisions.
Bean asserts, “The Constitution’s separation of powers isn’t a suggestion—it’s the foundation of our Republic. Yet practically every week, judges try to usurp President Trump’s executive authority simply because they don’t like his America First policies.” The NORRA Act would limit judges from issuing nationwide injunctions, affecting only the specific parties involved in a case.
He adds, “House Republicans are sending a clear message: we are restoring the checks and balances in our democracy and ending legislating from the bench.”
The issue has arisen amid challenges faced by President Trump, who has encountered more than 15 nationwide injunctions on various policies. These include matters related to birthright citizenship, border security, and medical procedures.
Historically, before 1973, federal judges did not issue injunctions on a nationwide basis. The bill aims to revert to this limited judicial scope, which typically focused on specific parties involved in legal matters. By introducing the No Rogue Rulings Act, Congress seeks to curtail judicial powers in issuing such nationwide injunctions and address concerns over judicial overreach, where district judges halt executive policies.
