U.S. Congressman Aaron Bean expressed his approval following the signing of the Pam Rock Act into law by Governor Ron DeSantis. This state legislation aims to enhance the safety of Postal Service workers in Florida by improving how dangerous dogs are identified and regulated.
The act is named after Pamela “Pam” Rock, a letter carrier who died in 2022 from injuries sustained while delivering mail in Northeast Florida. Congressman Bean stated, “Today, Florida sends a clear message: moments matter, and we will not wait for another tragedy to act.” He emphasized that with this new law, Florida is taking significant steps to protect letter carriers from dogs with violent histories. Bean also acknowledged Representative Sapp and Senator Collins for their leadership in passing the bill.
The Rock family initiated contact with Congressman Bean’s office in 2023, seeking to transform their grief into advocacy. This effort led to a broader movement across the state. In collaboration with Congresswoman Kat Cammack, federal legislation was passed to rename the Melrose Post Office in honor of Pam Rock.
H.B. 593, known as the Pam Rock Act, was led through the Florida Legislature by State Representative Judson Sapp and State Senator Jay Collins. The law mandates that owners of dogs involved in attacks on humans or severe injuries or deaths of pets must carry liability insurance of at least $100,000. The law will take effect on July 1, 2025.
Data from the U.S. Postal Service indicates that over 5,400 postal employees were attacked by dogs nationwide in 2021. Florida ranked among the top ten states for dog bites, with 201 incidents reported last year according to USPS statistics.
