Foundation Staking Plan

City of Fernandina Beach recently issued the following announcement.

Effective March 1, 2022, the City of Fernandina Beach will require Foundation Staking Plan in lieu of a Spot Survey and final “As-Built” Survey of completed work. 

This plan will include: 

  • Building or structure foundation/footprint indicated on a plan prior to pouring a slab or foundation for review by City Staff. 
  • Dimensions from the foundation batter boards/formwork to the property lines on sides, front, and back for verification of setbacks, etc.
  • The proposed finished floor elevation (FFE) that matches the permitted plans. The plan should indicate where the FFE is identified, i.e., string line, top of formwork, etc. 
  • Provisions for accommodating lot drainage in accordance with the Florida Building Code, Chapter 4, Section 401.3, that specifically stipulates that the construction on a property cannot adversely impact the drainage on adjacent lots. At a minimum this requires a proposed site drainage flow diagram and/or site contouring, etc. In addition, any structures, i.e., retaining walls, that are to be used for accommodating this requirement should be detailed on the permit plans. 
The previously used “0.00 FFE” is causing issues relating to building heights are unpermitted floor elevations. This will not be accepted by City staff going forward. 

NO approvals for pouring or installing building foundations should be given until the Staking Plan has been reviewed and approved. 

Additionally, at the completion of the project, final site “As-Built” survey is required to be submitted to the Planning Department to verify the construction has been performed in accordance with the approved permit.  The “As-Built” Survey is to be performed and sealed by a Registered Land Surveyor licensed in the State of Florida.
