City Hires Firm to Assess Holland Park Splash Pad

At the June 7, 2022 Palm Coast City Council business meeting, the Stormwater & Engineering Department gave an update on the James F. Holland Memorial Park Splash Pad, which has been closed since Fall 2021 due to safety hazards. City Staff sought and received City Council’s approval to contract with Martin Aquatic Design and Engineering to conduct a thorough assessment of the splash pad in order to determine next steps.

The scope of work includes assessing and evaluating the existing deck surface, aquatic chemicals, and mechanical equipment. The firm will provide the City with a written report detailing the assessment and evaluation of the conditions of the splash pad. This assessment will detail the extent of repairs required to safely re-open the splash pad.

In April 2022, all contractors and sub-contractors involved in the project were served with Notices of Claim pursuant to Florida State Statutes Chapter 558. These contractors include BBI Construction Management, Inc., No Fault LLC, S&ME, Inc., and Westfield Insurance Company.

Next steps in legal proceedings include Mediation, likely to occur in September 2022.

The City recognizes the inconvenience this causes to families, however, the City’s priority is to provide a safe and enjoyable experience at all parks.

Holland Park remains open for all other recreational activities. This includes the expansive playground, sports fields, dog park, tennis and pickleball courts, covered pavilions, shuffleboard and bocce ball courts, sand volleyball court, basketball courts, and more.
